Senior HR Business Partner

My client is a high profile government organisation who seek an experienced HR Business Partner to fulfill an initial 6 month contract with a view to extending for another 6 months.

As the Senior HRBP for Corporate Services, this role will support the continued transformation required across the organisation to ensure the department is able to deliver its 2020 and referendum commitments.

You will need to demonstrate proven leadership in a large and complex multi-faceted business.

Reporting directly to the Group HR Director and will be a key member of her Leadership Team.

Key responsibilties:-

Taking the HR lead for corporate services in delivering a corporate services change programme across.

This will include project managing a large COSOP/TUPE transfer project

  • Providing HR leadership to Corporate service functional heads across the Department, enhancing and assuring the delivery capability and transformation of the corporate services function

  • Ensuring the development of effective workforce plans that identify the posts and skills needed to deliver Corporate services effectively over the SR period and are supported by clear exit, resourcing, and development plans that will ensure these posts are filled by a diverse range of affordable and effective employees/other workers

  • Improving the engagement, performance and capability development needed to deliver high quality Corporate services acrossthe group.

  • Assist the Group HR Director on the implementation of the TOM and provide strategic HR/OD direction on significant business transformation, cultural change, across executive agencies and NDPBs.

  • Lead on the current delivery of HR accross the Group and aligning the design, development and implementation of future HR Services .

    This will include: HR budget & spend HR Business planning HR metrics, workforce planning/data and resourcing HR performance management HR Organisational Design

The ideal candidate:-

  • You will need to demonstrate proven leadership in a large and complex multi-faceted business or organisation

  • You will have led corporate-wide change and transformation initiatives, including across a range of corporate service functions.

  • Strategic thinking, the ability to spot opportunity, and experience of driving down costs whilst maintaining or enhancing service delivery, will be key to the role.

  • Whilst the ideal candidate is likely to have a mix of public and private sector experience, we welcome applications from candidates within the private sector with the potential to operate effectively in Whitehall, and from public sector employees who can demonstrate strong leadership and commercial skills.

Essential experience

  • Proven experience of HR in the change arena, specifically experience of large scale TUPE transfers and complex 'group' employment landscapes

  • Strong experience of striking the balance between cost reduction and maintaining or improving service delivery

  • Proven experience of influencing at all levels to meet key service deliverables

  • Delivery of large organisational change projects with a commercial dimension

  • Excellent senior level stakeholder management skills, a sophisticated communicator with a strong understanding of brand and reputation management.

  • Strong experience of management and delivery of high profile and high value projects at pace

  • Proven experience of influencing across stakeholder groups with direct and indirect reporting lines, within and beyond the HR structure.

  • Good HRBP experience working to senior business customers

Desirable experience

  • HR qualification and CIPD accreditation

  • Project management qualification

  • Good Understanding of public sector context

  • Knowledge of a variety of business models
