Deputy Chief Operating Officer


(Foreign Bank located in Manhattan)


Support the Chief Operating Officer in managing the Operations Group, consisting of Treasury Operations, Loan& L/C Operations, Money Transfer, Cash Management/Deposit Services and Office Services.

Assist in planning and directing all aspects of the group's policies, initiatives and objectives.


RESPONSIBILITIES


1.

Work with COO to ensure that sufficient and appropriate people, systems and processes are in place to provide optimal operational support to New York Branch business units and other departments/branches serviced by the Operations Group.


2.

Develop, recommend and implement dynamic strategies for improving operating efficiencies, automating workflows as appropriate and optimizing personnel resources.


3.

Review internal controls, monitoring tools and validation procedures designed to manage the risk environment in Operations and minimize losses caused by human error, system failures and intentional fraud.

Suggest improvements to same.


4.

Monitor the quality and effectiveness of the group's operating procedures; ensure that all functions are adequately described and responsibilities are clearly assigned.


5.

Assist in resolving exceptions cited in internal audits, external audits and regulatory.


6.

Promote the awareness of cost control objectives throughout the Group.


7.

Ensure that appropriate, up-to- date disaster recovery plans are in place for mission critical functions performed by Operations.

Continuously evaluate the adequacy of recovery and due diligence procedures.


8.

Oversee major renovations to the physical premises working with architects and outside vendors.


9.

Create and promote staff development and training programs to create a highly motivated, disciplined and productive workforce.


10.

At the direction of the COO periodically coordinate relevant projects.


11.

Exercise the usual authority of a manager concerning staffing, performance, promotions, salary reviews and recommendations.


12.

Act as backup to the COO on the Operations &; Systems Committee, Senior Management Team, IT Steering Committee, Regulatory Compliance Committee, Data Security/Disaster Recovery Committee and Operational Risk Subcommittee.


QUALIFICATIONS


Extensive knowledge of banking rules and regulations and ability to effectively integrate into operations and workflow


Familiarity with concepts, practices and procedures pertaining to FBO operations


Thorough knowledge of effective managerial principles, practices and methods


Familiarity with short-and long-range planning processes


Technical Skills:


Proficiency with appropriate mainframe systems and PC applications


Competencies:


Strong managerial skills; ability to plan, organize and monitor the work and activities of self and direct reports; ability to plan, organize and monitor activities according to priorities, established schedules and deadlines


Demonstrated proficiency in project management


Excellent communication and presentation skills


Strong analytical and business writing skills


Leadership, coaching and team-building skills; ability to provide leadership, counsel, motivation and constructive performance reviews to staff, securing their respective commitments to the Bank's/Department's goals; employs staff development and performance management skills.


Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures; demonstrates continuous effort to improve operations, streamline work processes, work cooperatively and jointly to provide quality customer service.


Experience Needed: 10 years management level experience in bank operations


Education Required: Bachelors degree and MBA preferred


Supervisory Responsibility: Direct the development of subordinates.
