Data Migration Manager - Social Care Systems
My Client, a Local Authority in Norfolk, is currently looking for Data Migration Manager to work on a 6 month initial contract basis.
You will be responsible for developing the data migration strategy, providing technical leadership, leading the delivery of the data migration for the Social Care System and managing the data migration team to achieve the required standards and planning/allocating resources to deliver to the right quality on time.
The post holder will be expected to exercise judgement based on information to recommend actions to the programme manager and JLAG
The data migration from CareFirst to the new Social Care System is pivotal to the success of the Social Care System Re-procurement project and NCC's continuing duties in providing early help, social care and children's services.
Data Migration and associated preparatory activities form the critical path for the project.
Accuracy of migrated data is critical to the reputation of the authority.
This is a highly complex and challenging role responsible for ensuring up to 350,000 highly confidential client records comprising c10,000,000 observations, 1,600,000 assessments, 210,000 care / action plans plus 27,000 carers records, 2,000 linked GP records, 200,000 OIP records, 13,000 professionals records, 16,000 provider records, 280,000 service agreements, 560,000 invoices, 40,000 financial assessments and 53,000 contributions records are correctly migrated to the new social care system intact.
The post holder will be responsible for:
, Developing migration strategy and approach ahead of contract award and developing an agreed joint approach with the chosen supplier following contract award
, Developing policy and approach with business managers and Head of Information Management Service for resolving known and as yet unknown issues with data (e.g.
54,000 overdue destruction reviews, records relating to 20,000 deceased individuals, 100,000 missing NHS Numbers, 22,000 missing or estimated Date of Birth, 10,000 missing first name initial, 4,000 financial contact details, 14,000 financial details, 9,000 financial assessments, etc.)
, Developing and securing agreement to archive and retrieval approach for data not migrated to the new system
, Developing an approach to enable improved standards of data capture by current system users ahead of the migration to avoid new errors in data in the run up to migration
, Develop approach for correcting known errors that cannot be corrected in the current system
, Drive development of a complete data dictionary that describes all relevant attributes of all data items on Care First, DORIES, Figtree and associated source systems and business analysis of what each data item has been used for over time (some data items have had different uses in different time periods)
, Ensuring test and other records not relating to social care case management are excluded from the migration
, Managing all data preparation and cleansing activities
, Identification of standard care first field vs NCC developed non-standard data fields
, Identifying, securing and resources for multiple data cleansing and testing teams
, Managing the team that designs, develops, tests and implements the data migration.
This will include an analyst/programmer, a script developer, a part-time DBA, and other resources as identified in detailed planning.
The post holder will work with the ICT and IM Lead, the Technical Solutions Manager and Test Manager to ensure that the data migration is delivered in line with the project and technical plans.
