Overview:

First Military Recruitment are currently recruiting for a Quality, Health, Safety and Environment Manager on behalf of our clients, to be based in Leeds.

Reporting to the Group Quality Manager and to the Operations Director for day to day activities, the QHSE Manager will ensure the Quality and HSE Systems are maintained in accordance with the required standards.  By promoting a Quality and Health, Safety and Environmental culture, performance improvement will be driven through the Leeds site. 

 

The QHSE Manager will make a significant contribution to manufacturing related projects, and will maintain and enhance customer satisfaction, while maintaining complete adherence of current and future QHSE Management System standards.

 

Duties and Responsibilities:

·         Oversee the management of the Quality Assurance and HSE function of the site.

·         Develop, implement, communicate and maintain a plan to bring the company’s QHSE Systems and Policies into compliance with the requirements of relevant standards.



·         Develop project specific quality plans for both existing and new projects.

·         Work pro-actively with sales within the new product introduction processes, to ensure that a smooth transition from enquiry to production implementation is achieved.

·         Ensure compliance with national and international standards and legislation.

·         Agree standards and establish clearly defined QHSE procedures.

·         Establish the required controls for the QHSE management system.

·         To investigate accidents or dangerous occurrences as necessary.

·         To chair relevant QHSE Committee meetings where necessary.

·         To carry out regular QSHE audits and prepare follow up reports.

·         Participate with senior management in developing the company’s QHSE objectives.

·         Identify and implement Key Performance measures for the business, and provide reports containing the results of the performance measures to management.

·         Analyse performance data to identify areas where improvements can be implemented.

·         Effectively interact with all organisation’s teams to maintain the quality of product supplied.

·         Liaise with customers to resolve issues and ensure the implementation of robust root cause investigation techniques to determine suitable corrective and preventive action.

·         Identify gaps in training or skills which would have an adverse effect on our ability to meet customer requirements.

Recommend additional training that would be required.

·         Provide training workshops for business improvement and personnel development.

·         Ensure that operators at all levels, are made aware of the requirements of the company’s QHSE system.

·         Manage and support the QC Team.

·         Complete PDR’s for direct reports.

·         Understand the application of the Health and Safety at Work Act 1974 and other legislation relevant to the Companies business.

·         Keep up to date with changes in current legislation.

·         Attend such courses/seminars run by external sources to enable accurate interpretation of legislation to enable implementation within the organisation.

·         Ensure that all “assessments” as required by legislation are conducted and reviewed at relevant intervals and to maintain records of the same.

·         To recommend control measures and advise on the standard of P.P.E.

issued.

·         Conduct health and safety inspections and prepare reports on operations.

·         Immediately contact the Director responsible for health and safety if situations are found, that in the opinion of the Safety Manager, require immediate rectification or the stopping of any operation.

·         To carry out investigations into all accidents and near-miss incidents.

·         To highlight areas where training/certification is required to meet the standards imposed by Legislation, Approved Codes of Practice, or H.S.E.

guidance.

·         To provide an end of month report to the Group QM of Surface Technology.

 

Skills and Qualifications:

Degree qualified or formal qualifications in quality management.
At least two years’ experience at a comparable level.


An understanding of the finishing and coatings industry would be advantageous.
Knowledge and experience of the quality requirements of the oil and gas industry, including Norsok, ASME, Nace etc.
Chartered Health and Safety Practitioner (MIOSH).
An understanding of lean manufacturing techniques and six sigma.
Comprehensive knowledge and practical experience of using root cause analysis and problem solving techniques.
Full understanding of automotive quality management techniques, including PPAP, Kaizen, 8D etc.
Knowledge of process validation techniques.
Knowledge of statistical tools and continuous improvement techniques.
Trained as an internal auditor.
NEBOSH certificate in health and safety.
Thorough knowledge and understanding of all legislative requirements relating to occupational health, safety and reasonable knowledge of security.


Ability to read and interpret engineering drawings.
Strong communication skills, both oral and written with the ability to facilitate meetings, conduct training and to present information in an advisory capacity.
Demonstrated ability to adapt and interpret guidelines.
Training of all staff in the quality standards expected.
