Knowledge and Skills required for this role are:
, Bachelor degree in Engineering: preferably either Mechanical; Electrical; Industrial; or Railway Systems from a recognized university.
, 7 years of work safety experience gained in the transport sector.

Key Accountabilities include:
, Develop programmes to inspect, monitor and review transport service operations and safety performance.
, Manage the activities for Safety Certification and Regulation and evaluate any necessary changes as per project needs and make recommendations.

, Prepares establish and manage, wherever applicable, necessary MoUs for effective working arrangements with International Organizations (Office of Rail Regulation and Federal Authorities), including the Operators, Dubai Police, Dubai Civil Defence, Public Prosecution, etc..
, Lead development and support the Railway Safety Regulation, Laws and Decrees.
, Responsible for ensuring that the requirements for full access and security of all forms of evidence are communicated, understood and effectively implemented.
, Lead technical Audits and Inspections related to Rail Systems including third party, Tram Systems, including but not limited to Signalling, Track work, , Civil Works, Communication Systems, Power Systems, Signalling Systems, Rolling Stock, Maintenance Procedures, Operational Procedures, Dubai Airport People Mover Systems, Monorail Systems, etc.
, Organize international conferences and symposiums in the field of Safety Certification and Regulation in coordination with relevant parties.
, Manage the activities for inspection, technical support and administration support of Safety Certification and Regulation.
, Assess and register Independent Safety Assessors, Notified Bodies and Specialist Support Contractors.
, Facilitate the annual management review on Safety Certification and Regulation issues, performance, inspection / audit findings, progress towards objectives and targets.
, Ensure established systems, processes, procedures and execution of activities fully comply with ISO14001 and ISO18001 or whatever the current ISO certifications.
, Support the development of the SRRPD annual plans / audits of all activities by ensuring the correct setting and translating of requirements into numeric goals and key initiatives.
, Identify the applicable legal requirements and international standards for continual benchmarking of regulation and legislation.
, Manage the establishment of roles and responsibilities and accountability systems in all levels throughout the Safety Certification and Regulation Section.
, Evaluate the identified risks, aspects/impacts to determine the significance level to prioritize and program the necessary control and preventive measures.
, Consult with Operators, Contractors, Assessors and peers on the attitudes and practices of quality to develop an environment of continual improvement in every aspect of services for Safety Certification and Regulation.
, Ensure that safety and sustainability are integrated into management and work practices and form part of the culture to accomplish program objectives and ensure worker and public health and safety.
, Continuously monitor activities in the field and ensue that findings associated are technically adequate and failures to satisfy requirements are fully documented for possible enforcement action.
, Ensure that related environmental regulations and requirements are integrated into program plans and activities to protect personnel, the facility, and the environment.
, Lead / and or support Rail Accident Investigation “Formal Enquiries”.
, Respond to accident / emergency / crisis as per the Management Instruction, and considering criticality.
, Perform other responsibilities associated with the position as appropriate.
