Contracts Manager - Maintenance

Are you a successful and ambitious Contracts Manager with a minimum of 2 years' experience working within a property management role? Do you hold a professional qualification in construction and contract management? If so, Inquilab Housing Association are looking for a Maintenance Contracts Manager to become part of their team.

Your Contracts Manager Role:

As our Maintenance Contracts Manager, your main responsibility will be to manage the planned, responsive and service partnering contracts and ensure that they deliver an efficient repairs and maintenance service which is customer focused, cost effective and supports and promotes Inquilab's business objectives including value for money and high customer satisfaction.

Also, to manage and maintain Inquilab's estates and property assets, ensuring the properties are maintained to a high standard and comply with relevant statutory and regulatory standards.

Other responsibilities will include:



* To manage performance effectively, report monthly against targets, put in place action plans for service improvements that have a positive impact on residents and value for money.


* To manage contractors to ensure that they are meeting required targets, standards and KPIs.


* To prepare committee reports on performance or other matters as requested by the Executives.


* To lead project meetings and ensure that all KPIs including employer quality checks are met and improvement plans put in place where there is under performance.


* To lead contract or meetings for service contractors and ensure that all KPIs are met, including employer quality checks and improvement plans put in place where there is under performance.


* To provide technical advice to the service delivery team where required or ensure that advice is obtained from external sources.


* Progress and resolve any disrepair notices that may be serviced in accordance with procedures and target times.


* To liaise with the OccupationalTherapist to prepare specifications and project manage works for aids and adaptations or make arrangements for this to be done via consultants within cost and budget.


* To ensure internal and external funding is available to meet the aid and adaptations requirements


* To monitor and control expenditure in accordance with budget procedures.


* Prepare interim payments and final accounts


* To approve invoices for payment in accordance with policy.


* To ensure budget requirements are met for the section and achieve best value.


* To ensure that specifications and tender documents are drawn up for cyclical works.


* To oversee the supervision of cyclical works ensuring that defects are made good and agree final accounts with contractors.


* To liaise with Tenancy Services staff to ensure that tenants are informed of progress.


* To support the Head of Asset Management in the development of the Asset Management Strategy and prepare planned programmes to ensure the Associations stock complies with all statutory and agreed decent homes plus standards.


* To collect and maintain accurate asset and stock condition survey records.


* To programme and project manage the planned maintenance programme.


* To identify ad-hoc major repair needs as they arise and recommend priorities and action required.


* Working with services staff ensure that tenant involvement is maximised in any planned and estate improvement works.


* To update the Sustainability model to enable it to shape the Asset Management Strategy & drive the Planned Maintenance Programme.

Prepare drawings, specification contracts documents and tendering in respect of all major works carried out within the Team and by external consultants, where appropriate.


* To carry out the supervision of works on site.


* To appoint consultants and contractors for the maintenance work of the Association, ensuring that selection involves appropriately qualified practices that hold adequate insurance cover and represent no financial risk to the Association.


* To ensure that all approved contractors are given equal opportunity to work or tender for work and to monitor whether value for money is being achieved.


* To utilise the national Construction line panel of contractors and consultants as appropriate


* Co-ordinate and prepare specification for the annual cyclical programme, supervising contractors on site and recommending and authorising certificates of payment according to procedures.


* Oversee and co-ordinate stock condition information, and prepare and update programme for re-investment.


* Ensure that work on site is properly supervised and that post inspection of work are carried out in accordance with guidelines laid down from time to time.


* Assess the performance of individual contractors and the terms of the agreed panel of contractors.

Ensuring that contractors comply with the Maintenance Code of Practice.


* Ensure that the correct tendering and estimating procedure and all other maintenance standing orders are followed.


* ToensurecompliancewithHealthandSafetylegislationinallareasmanaged.


* Ensure that responsibilities for Health and Safety are properly understood and discharged as defined in Inquilab's Health & Safety Policy, that plans are developed and implemented to deliver the Health & Safety policy and that Health & Safety concerns are promptly and clearly communicated to the appropriate people.


* Ensure legislative compliance and all regulatory requirements are met.


* Comply fully with Inquilab's policies and procures including the standing orders and financial regulations.

Comply with the data protection act (all employees will not disclose or make use of for their private advantage any information held on record which is not available to the public).


* To inspect and diagnose repairs and prepare specifications for works and manage works on site.


* Carry out diagnosis of defects and prepare specifications for remedial works


* To work with the development team providing technical advice when required andattending handoverofnewproperties.


* Oversee Inquilab's operatives carrying out the scheduled works and ensure projects are efficiently carried out to cost and to a high quality.


* To monitor the preparation and submission of all building related insurance claims and the specification and supervision of all works until completion.


* To administer tender openings for maintenance projects in line with procedures.


* To ensure that maximum use is made of information technology systems within the department.


* To attend internal and external training courses and to report back as necessary.


* To identify and implement quality and efficiency improvements that increase customer satisfaction and cost effectiveness.


* To work with tenant groups in reviewing service provisions as part of the service reviews


* Liaise with development department on documentation required for all repairs.


* Provide timely and accurate reports for senior management as required.


* To actively promote the Equality & Diversity Policy and practice in all aspects of the job role.


* To ensure processes are in place to effectively repair and void properties are let as quickly as possible.


* Ensure that accurate records are maintained with regard to all functions of property services
