ABOUT THE ROLE


This is a fantastic opportunity to work client-side for a major Utility/Infrastructure build organisation and the role is focussed on the design of a strategic Target Operating Model.


Working with operational budgets of >£1Bn and capital expenditure of >£2Bn with approx 1200 FTE direct labour and employing up to 10,000 FTE indirect labour.


The role holder will own the design of large transformational programmes to strategically change and improve the Infrastructure Build programme, whilst owning a portfolio of change with capex investment of +£30m over a five-year period and delivering efficiencies of +£100m.


The ability to work at PACE, with agility is critical.

There will be an element of multitasking across programmes, therefore, someone who is used to working on longer-term change projects (eg 2-year project) won't suit this type of fast-moving environment.


ESSENTIAL SKILLS:



  • Director/C-suite level experience

  • Experience working in regulated industries (telecoms preferably, Utilities etc.)

  • Experience managing large-scale (£100m+) fast paced change portfolios / programmes

  • Experience working within a large, matrix type environment

  • Highly analytical and structured approach with first-class critical thinking

  • Experience in delivering Agile Business Improvement Activities


REQUIREMENTS:



  • Managing ambiguity and providing direction for the target operating model

  • Owning the target operating model of Infrastructure Build over the full build, migration (of customers), decommission and recovery lifecycle as the business migrates between portfolios

  • Scanning the globe for best practice, including disruptive models to ensure the business attains and maintains a market-leading position

  • Accountable for the successful forecast of programmes originating from the target operating model that fits into the overall change and transformation programme from design through build, deployment and handover into sustain and embed

  • Understanding of future, inflight programmes and governance across the business to identify synergies, risks and opportunities


Design



  • Responsible for the translation of business cases/solutions into the actionable delivery plan, ensuring collaboration with the discovery arm between design and build to secure successful business case sign off

  • Taking personal responsibility for key stakeholders at a senior level on behalf of the projects; working closely with the operational sponsors to manage the relationships; co-ordinating the activities of the matrixed teams to mobilise the target operating model


Build and Implementation



  • Support engagement at Director level to ensure benefit sign off, delivery support and conflict/risk resolution resulting in the successful delivery of programmes

  • Managing stakeholders (internal and external) on in-flight programmes, to ensure buy-in and mitigating impact to operational performance

  • Contracting and engaging and with Directors / senior operational resources to ensure benefits and key success criteria is signed off to successfully complete project


Deployment and sustainability



  • Ensure the team meets the change deployment principles and hands over sustainability through engagement and partnership working with operational, customer and partners change teams

  • Working closely with the Portfolio team to ensure a consistent way to governance and way of working across Fibre Build for change/transformation initiatives.


EXPERIENCE



  • Qualified to degree level or equivalent.

  • Experience of leading large scale delivery of complex change.

  • Experience in delivering Agile Business Improvement Activities.

  • Experience of managing change (delivery) programmes in a fast-paced environment including cultural, system, process and people impact.

  • Understanding of change governance and the ability to direct a team to deliver change across a large organisation.

  • Principal level stakeholder management (internal and external)

  • Ability to communicate complex problems / solutions in an articulate manner, using data to support your argument and influence stakeholders

  • Understanding of regulatory framework, including regulatory finance and implications for the business
